Card not added contact card issuer

I have had this issue for months. The bank blame apple, apple blame the bank. I’ve tried factory resetting, creating another Apple ID, every troubleshooting advice, literally everything under the sun and still nothing works. Apple say there’s nothing wrong with my iPhone 15. My nephew let me try add my card to his phone today and it added to it just fine. Has anyone else had this issue it’s like apple have blocked any cards in my name from being added to this phone

I have the exact same issue. Both the bank and apple blame each other. I just hung up on a long apple support call just to be told the same thing. My card is HSBC from Mexico. It is added in my watch, but can't add on my phone or new MacBook Pro. Had no issues before that (Previously added to iPad, old iPhone and old Macbook) My gut says apple doesn't like too many devices, but there's no way I can reset those. They are no longer in my account. Have you made any progress?

Banks have to provision the card for adding to Wallet app. Apple does not approve or decline cards for Apple Wallet. Number of devices is limited by banks and their use of tokens to validate the card. Banks or Payment Networks (Visa, MasterCard, etc.) do the verification. Payment Networks don’t talk to customers. Your bank would need to contact the Payment Network for assistance.
