Apple Business Manager Keychain cannot be found to store "Zoom"

We are using Apple Business Manager/Essentials MDM and want to distribute a few application packages like Zoom to our Mac fleet. The Zoom pkg is configured as a custom app in ABM. The Macs are brand new.

During the new user onboarding our devices get a keychain error after the MDM profile loads, during the Zoom installation:

Keychain Not Found

A keychain cannot be found to store "Zoom."

The options available are "cancel" and "Reset to Defaults"

Tapping "Cancel" just makes it pop back up again.

Reset to defaults generates an additional warning:

"Are you sure you want to reset your keychain? This will delete all your saved passwords, keys, and certificates. You cannot undo this operation."

My goal is to eliminate any issues for new users. Any leads or suggestions would be greatly appreciated!
