stuck on preparing to import photos from iPhone

I’m trying to download photos from my iPhone 11 to my iMac via photos. When I plug in my iphone, photos launches and it displays “stuck on preparing to import photos from iPhone“ but never mounts the photos so I can download. I’ve restarted my iMac three times. Booted in to safe mode. Rebooted my phone. Tried to toggle airplane mode on and off. Nothing has worked so far.

I searched in the Apple discussions and the last posts were in 2023. I’ve tried all the suggestions and nothing worked.

Updating, I still have not been able to resolve this issue.I updated my iPhone to the latest iOS. I reset network settings, to clear certificates, and then had to trust my Mac again, but it still did not resolve to allow me to download photos.
