SOS Only
I updated my phone to IOS 17.3.1 and now it says SOS only. I reset network, reboot the phone and it is not working. I am on AT7T network

There is a massive outage in the U.S. There is nothing you can do until the network issues are resolved.

My iPad and iPhone 15 are on the same AT&T account. My iPad still has service, but my phone, which updated to IOS 17.3.1 last night, is stuck in SOS, so I don’t think the AT&T outage is the issue.

It is an AT&T outage.

The issue with AT&T seems to be related to establishing a network connection. When you updated your phone last night, it turned off and then back on. It was not able to re-establish the connection. If the iPad was on and connected when the outage started, it may be unaffected.

If there are any phones in your household that do have service, don't turn them off. They will probably continue to work as long as they don't have to reconnect with the network.
