This is very weird and stupid, but i cannot delete any of my apps on my ipad 9th generation. The only way you can remove it is by removing it from homescreen, which doesn’t help because what i want is for some of my apps to be removed from my ipad permanently. This is really weird and this is confusing me a lot because before i got this ipad the old model that i had could delete apps.

If your restrictions allow deleting apps, and this is not an app required by a profile, try this method to delete it:
There's another way to delete an app that may work when the shaking mode does not. Go to Settings > General > Storage & iCloud Usage > STORAGE Manage Storage. Note that this is the first Manage Storage. Wait for the list to populate and tap on the entry for the app. It should offer a Delete App button which may work.

Assuming that your iPad is not centrally managed by an Educational Establishment or Business (as the device may be remotely managed) - if you are experiencing difficulties with adding, updating or removing Apps from your iPad, you’ll need to check your ScreenTime restrictions:
