is there a way to do this adjustment instead of dragging the line, so one could dial in the exact % up or down one wants.?

No, you can't simply dial in a number but it is easier just to drag the line to the best position as you can see whether clipping is taking place.

If it is essential to dial in a percentage you need an app like Final Cut Pro or the free version of DaVinci Resolve.
Yes. You can use the volume slider to adjust the percent volume of a clip.
Click on the audio clip to select it. Then click on the loudspeaker icon in the tool bar at the upper right of your screen. The volume controls will appear that displays a slider where you can adjust the percent volume of the clip.
Not sure what you mean by a "teensy window drag"?
You can enlarge the height of the clips/timeline in the Settings popup so that someone with even the worst eyesight can easily manipulate the volume line.

EDIT: Actually I can't see much point in dragging that slider as it is just the same as dragging the volume line in the clip. I think Fritz was looking for a box where he could simply write in a percentage but that would not really be an improvement.
loudspeaker method is way more accurate than the teensy window drag.
accuracy in the timeline seems like 10 possible settings.
I was looking for a box, but this is a more reasonable method.
I use the keyframe method mostly coz that was logical from my Pro Tools work.
Range I din't know.
I'm working with a client trying to teach him iM. FCP, daVR Premiere are way above his focus.
I'm happy when he remembers File/Share/File.

I never use the volume slider for the reason that you mentioned. I suppose if one wanted to adjust the volume to a precise percentage, then paste that adjustment to other clips, then it might make sense to use the slider.

Just noticed what you mean.
With the clips enlarged to the maximum the smallest amount of adjustment is around 5% but I can't see anyone, let alone anyone as new as your client needing anything like that degree of adjustment.

I did not know of that Setting for clip size. That is a help for other elements of the edit.
