when I click on the iMovie Library in the Project window, I don't see all my files in the list.
but when I click the iMovie Library in the Project window (not Projects), files show up to the right in Media.
Same if I "reveal Library in Finder" or right click the Library in Finder to "show contents", clips and elements show up.
Is there some way to fix this such that all my clips show up in the Library list in the Media window?

note the title on the right does not appear in the library list, but that is where it exists.
Does that make sense.?
The library appears to be missing clips in the list that are actually there.

I am having trouble following your question. Could you post some screen shots of what you are talking about, together with additional descriptive details?
When you click on the library's name in the sidebar of an iMovie project window, the clips in the library will appear in the Media browser screen to the right, provided that you have the "All Clips" option selected. Is that not happening for you? Tha same thing will happen when you click on the library's name in the side bar of the Media display window that is not a project (has no timeline).

All events are shown in the list. What is missing are projects for which there is no event. The missing projects are shown in the projects browser screen. However, when you click on the library name in the sidebar of a project or in the Media screen, the total clips in all of the projects and events will be shown in the Media browser screen.
Find a project that does not appear in the sidebar and you will see that its clips are displayed when you click on the library name in the sidebar.
Your library is complete. No data is missing unless you deleted it.
