long bootup after Safari update???
So I just updated to the 2/12/24 release of Safari. (Monterey 2021 Silicon iMac) and it wants to reboot. Um, OK. It takes FIFTEEN MINUTES to reboot, What the ****??

There was a Safari 17.3.1 update that just rolled out for macOS Monterey and Ventura.

It was not the Safari Update, because I'm still running Monterey after the Safari 17.3.1 update. Plus the Safari Update only required quitting Safari and not restarting the Mac.
I suspect that it was either your Auto Update settings or something that you overlooked while working in the System Software Updater.

Well, you'd like to believe that if a Safari update was going to run roughshod over your OS, Apple would have the decency to tell us!
