If they are 3rd gen or later, simply keep them charged near an iPhone with an internet connection or service that’s got find my network enabled and the owner will be able to see the location if they try to and they can put them in lost mode with a message containing their phone number I believe. Also leave a message with the manager or personnel at wherever you found them, and check Facebook for a local group or crime watch page for the city they were found in. Someone will probably post a lost ad. Apple is of course no help whatsoever as demonstrated by their lack of providing a sort of lost, and found call in board feature for AppleCareproducts, and really driven home by their patented fix all solution, “purchase a new device”.
