Auth this Computer - Windows : This device cannot be used to receive Appled ID verification codes

After "Remove from Account" all my old device from iphone settings -> Apple ID -> Device Info. Then re-auth 1 my Windows computer, I got when traverse into it "This device cannot be used to receive Apple ID verification codes.

I already test on three or four Windows computer, still same messages cannot be used to receive Apple ID for authenticator. Any solution for this?
