Remove an activation lock from an ipad

I have an ipad I purchased for my mother in 2019. She has passed and I don't have her apple credentials to unlock the ipad. I was able to get it to setup a new configuration (software restore and update) but I can't get past the activation lock.

As an alternative and if you still have the original purchase receipts, you can start an activation lock request, and submit those to Apple.
