Problem with Changing region

I recently moved to the UK and I want to change my region from my previous country to UK but I am failing. When I try to change it tells me to cancel my Apple Music subscription. I cancelled it, it expires on the 7th of February, but still have the same problem. My question is, if my Apple Music subscription expires, will I be able to change my region successfully and resubscribe to music and still keep my playlists and downloaded music? If not, what can be done to solve the issue.
