Opening Shared Keynote Presentation on iPad without logging onto iCloud

I am tryoing to share a Keynote between ipads without needing an iCloud account. I have created it on one iPad and set the sharing to anyone with the link can make changes. I then copy the link, paste it into Safari, then share that page to iPad via Airdrop. The iPad gets it but then requires iCloud login to open it. There is a long story as to why I am avoiding logging into iCloud, but is my current scenario.
