Downloading Icloud photos to external hard drive not working

When I try to download some photos from iCloud onto my harddrive it says "needs permission to download" and stops downloading ... not sure what i need to do

It was downloaded to my DOWNLOAD folder in compressed zip file. But then I cannot transfer the files into my PC. Why? (I copy all and tried to cut-n-paste into a backup drive, but it says "Access to the Compressed(zipped) Folder User\htom1\Downloads\icloud Photo.zip' is denied." The previous question to this had 67 people have the same problem, yet the apple person just forwarded them to a useless link for Windows. I am 100% sure this is an apple/encryption/photo rights coding issue

Cant access photos on icloud.com I am trying to access my photos on icloud.com with a windows 11 pc. When I do it gives me the below message. I had a message come up on my iphone 12 asking for permission which i did click allow.

iCloud for Windows not downloading photos Since late July iCloud for Windows stopped downloading pictures. They are in th iCloud OK. The settings say the feature is "on". It all used to work OK. I have the latest Windows 11 updates. I reinstalled iCloud for Windows but still no joy. Any assistance much appreciated.
