Why do I have to have a valid payment method on App Store for apps I already own?

I have apps that I paid a lot of money for. They are either permanent or yearly subscriptions or free in general.

my bank account is messed up, and I can’t use my apps or download anything because Apple needs to what make sure my credit card works? I mean they even have a credit card application I can fill out instead of using my apps.. Apple is just sketch plain and simple. Any work around to this?

You usually need a payment method -

You usually need to add a functioning payment method to your account. Even to re-download or update apps and for free apps. You can find the acceptable payment methods for your country here;
