Create Personal Voice - Check Internet Connection

For months now, when I attempt to create a personal voice, when the dialog appears, it always comes up with the message:

Check Internet Connection

A one-off download of 233 MB is required to continue with Personal Voice creation.

The only options are to Cancel, or Wi-Fi Settings, which both seem to just close the dialog and I am unable to proceed.

I have tried this with my home wifi, hotspot, VPN. There is nothing wrong with my wifi and has been working absolutely fine.

I have rebooted and installed macOS updates, and it still does the same.

Anyone know of any solutions?

MacBook Pro 16″, macOS 14.2

If Steve Jobs ever comes back from the dead, Tim Apple, you better run for the hills. These Apple products function as poorly as Microsoft products now, you absolute chowderhead. People have issues like this and the completely dysfunctional predictive/corrective text and NOTHING EVER gets fixed! Even Apple Support can't resolve or fix them. In the updates it appears you're just adding emojis!
