I had to reinstall my OS because my system data was taking up more than half of my storage. When the OS started reinstalling, it started at about 2 hours remaining and then 10 minutes later it went up to 7 hours. This feels really long for something like this and I wanted to know if this is normal or should I stop it and start over?

That Mac and OS are recent enough that you shouldn't be having much trouble.
The time remaining estimates can be very misleading and often can change dramatically within a short span. It's my experience that internet connection speed greatly affects the estimate. I would allow the process to continue for a bit, but if it drags on any more than about an hour, 90 minutes tops, consider forcibly quitting the process by holding the power button until the computer shuts down.
I hope you have a Time Machine or other backup of your user files and data, otherwise this may turn into a learning experience regarding the pitfalls of not backing up.
Did you start this process by booting the Mac in Recovery mode using Command-R at startup?

it's a 2015 macbook pro, with a samsung ssd nvme(I believe) rediculous long time. Oh, btw, I have a 300 meg speed internet. Not slouchy.
No, that is not normal.
A typical reinstall of macOS should take no more than an hour at most... and probably more like 45 minutes depending on the computer and download link speed.
Sounds like you may have either an incredibly slow or flaky internet connection or a hard drive that is struggling.
