BootCamp doesn't set up a "Recovery Tools" partition under either MBR or GPT, no. And the Windows installer doesn't make use of the space in a partition you select for installation for the RE. Because BCA only sets aside a single, preallocated partition (which you must format first), you will not end up with a WinRE slice.
It's regrettable, but unless you have a particular need, probably it's best just to rely on imaging for disaster recovery. Is there some particular reason you want to have WinRE on hand? You can always keep a USB repair disk around with anything you need to fix problems, or do your recovery on the macOS side. Or, of course, you could wipe your drive and use the entire system for Windows, setting it up on unallocated space, and you would get a WinRE partition.
