How can I move past the issue with my billing information/ Apple ID payment method, in order to download free apps on my iPhone?

I’ve had my phone for a year, and now it’s asking me to keep a card on file with enough funds in the account to cover a subscription that I no longer need or want. I’ve cancelled all possible subscriptions linked with my Apple ID but still am running into this error pop up about billing problems, when I’m only trying to download free apps. Please help!
