Does apple intentionally force users to update and after update slows down the device (either iPhone or MacBook)?
Whenever, I update it, my device gets slower and instead of fixing issue it creates more problems.

No. Check with the developers of the software you require for updates.
Needless to say, if you are using any non-Apple "anti-virus", "cleaning", or "Internet security" products including "banking security", anything at all in that broad category of utterly useless garbage, don't. A lot of things won't work if you do.
That's never been my experience.
