How to transfer contacts from iPhone to iPad
My iPhone contacts did not transfer to my ipad. My iPhone backs up to the iCloud and when I set up my iPad from the iCloud, only 2 contacts came over, not all my contacts from my iphone

You’re not syncing your contacts with other services are you? Such as Google or other things like that. If you are signed in to other accounts like them on your phone, then they’re most likely syncing to them and not your iCloud which if the iPad is not signed into them as well it’s not going to get the contacts from them. Make sure that you’re signed into all accounts and then see if your contacts transfer over.
You can always connect to iCloud.com on your computer and see what contacts are stored in there. Those will be the ones that transfer to your iPad through iCloud. If there is more than two contacts in there, then I would suggest turning off iCloud contacts and then turn it back on. This usually gets things to start transferring again.
