I have 2 iPhones for work/personal on same AppleID. Since ios17 call history is combined from both devices. I turned off:
1) iCloud Phone!!!!
2) iCloud Drive
3) Handoff
4) Calls on Other Devices
All above failed to stop syncing call history between devices
Using 2nd AppleIDs will comlicate using AirPod and purchases
Is there another solution?

Call Logs in the "Recents" are not time-bound. It is the number of calls made and received.
Disable Calls on other devices.

You may enable or disable them as per your requirement and liking.
You only have the last 100 calls in the call log, if you want more contact your carrier and ask for a detailed itemized bill for the period that you are looking for.
