Deleting or Changing Apple ID

When my mom first got me a phone, she didn’t know how to change my age when she created my Apple ID, so it ended up being ‘0’. It wasn’t really an issue until I couldn’t use my Apple ID. We were wondering if we could somehow change it, or if we made a new one would it delete my contacts, photos, and files.

iPhone XR, iOS 17

According to the support article: Update the birth date associated with your Apple ID - Apple Support

"If you need to change the birth date for someone below age 13 [age varies by country - see the article], contact Apple Support."

Creating a new ID would be a nuisance and transferring data would be messy. Some information could be transferred but if you made any purchases with the old ID they could not be transferred, only shared as part of Family Sharing. If you can get Apple to correct you age that would be best, otherwise creating a new account would be a possibility, albeit with some downsides.
