Can’t add credit cards to iPhone wallet / Apple Pay

When I try adding a credit card to wallet / Apple Pay on my iPhone 14 Pro (iOS 17.2.1) I get the error message “Could Not Add Card. Try again later or contact your card issuer for more information). Same issue with different credit cards from different banks. Chase bank customer service says the issue is with the wallet on my phone - which is not allowing access to the bank in order to add the card. Any suggestions for how to resolve this?
