Child’s Apple Watch not showing in Screen Time

I have twice now set up a child’s Apple Watch under my iPhone under the Family Sharing method, and both times the watch would not show under Screen Time. The watches were set up correctly so please do not repost the Apple page on setting up a watch in Family Sharing as that is not helpful. When I go to Screen Time in the Watch app it does not have any actions; only a link back to the Screen Time page in my iPhone’s Settings app. But in the Settings Screen Time page the watch does not appear anywhere. Family Sharing and Screen Time are basically useless despite how they are advertised.

Has anyone actually had success in correctly linking a child’s watch to Screen Time?

I have the same exact issue. The watch is seen under Find My Devices so I know it's logged in correctly and all software on both the managing phone and watch are up-to-date. We want to limit game time but screen time does not appear to work at all for Apple Watch.
