iCloud is a syncing service; that means that everything in iCloud is duplicated on all devices that are logged in to iCloud, and any time you add or delete content (such as photos) on any device it will be added or deleted on all other devices.
Google One is an archiving service; content uploaded to Google One remains there, even if you delete it from devices logged into Google One.
Thus, they serve different purposes; Google one is a good way to save content that you may not need on your iPhone or computer but you want to keep permanently (or at least for a while). iCloud does NOT work for that purpose, as its content must remain on all synced devices.
There are many other archiving services, such as Dropbox, box.com, Livedrive for general content, and Shutterfly, Amazon Photos, etc specifically for photos. Google One is a particularly convenient one, however.
