There is an issue where built-in apps cannot be installed when 'Erase all content and settings' is performed in iOS 16.7.3.
My device is iPhone 8 and I didn't have this problem with iOS 16.7.2.

Happening to me too. iOS 16.7.3, old-ish iPad. After a reset erase today the AppStore isn’t uploading the built-in apps. I can download previously purchased apps but the built-in apps sit in waiting mode. I’ve reformatted twice since, problem remains. Apple Support are looking into it.
Do they say that they did not come from the App Store?
What happens if you put a SIM in the phone?

It's the same... and it has to be installed even if you don't have a SIM.

iOS16.7.4 works. The built-in apps were a little slower to download than usual but all were finally installed. I've got my iPad back. :)
