One Home Screen does not sync between Apple TVs

I got mine working! I did a 'reset' to set my Apple TV back to factory settings. This time, when I did the set up, I set it 'manually' rather than using my iPhone for it to duplicate the settings.

When I manually entered my iCloud username and password and it asked me if I wanted to use One Homescreen, I clicked yes and it set it up completely correctly. Pretty excited to have this taken care of 🎉

Verify that both devices have the default account signed in for iCloud services (not just the Stores), as One Home Screen is an iCloud service.

Verify that both Apple TV boxes have the same version system software.

If the issue persists after that, then please contact the Apple Support team for further assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/​email/​callback).

Josh, did they advise you on how to fix? Same exact issue here. All other Apple TV's in my house syncing find, but my new one is not. All signed into my one and only iCloud account, tried signing out and back in, re-starting, and all of that. I not only un-plugged and plugged back in but even blew up my house and started with a brand new electrical system... kidding on that but I literally did everything... same updated os on all.
