Accidentally installed iOS 17.3 Beta on iphone 13 pro max and have problems. Will following these steps simply revert to previous iOS?

The first part you describe is necessary to stop future beta updates and the second part of the article is how you remove the beta and restore to the release version of iOS.
The first set of instructions just stops it from getting future beta updates. Removing an already-installed beta requires restoring it as described in the article.
