Syncing paused in messages?

So frustrated! Can not get iPhone text messages to transfer from one iPhone to another. Sync keeps pausing! What’s the deal?

Same problem with iOS 17.2.1 on iPhone 15 Pro. So frustrating! All my old messages on my iPhone aren't showing up on the Messages app on all my other devices (Macbook Air, Mac mini, iPad).

This is still frustrating. Apple should do better.
