Sounds like you have a foreign keyboard.....does the physical key have "@" or the double-quote? Otherwise you likely have a foreign keyboard layout selected in macOS.
Type in another language on your Mac with input sources - Apple Support
Thanks for responding but no, I do not have a foreign keyboard and the keys are clearly marked. This is my fifth macbook air so the computer is familiar. I have UK/Can input as main language for spelling. I had that on my last computer as well. After spending a fortune on this wonderful machine it is frustrating to not be able to figure out this problem. Any other suggestions?

If you press Shift 2 and you get " when you want @, you definitely have the wrong keyboard layout active. Go to system settings > keyboard > text input > edit > input sources and make sure you have only ONE item on the list, and that the name of that item is US or ABC or British. If you see British PC there, get rid of it. That layout if not for Mac keyboards.
If your key mismatch is something else, tell us and we will suggest which layout needs to be removed.
YES! I have the 15 inch M2 chip and mine is doing the same thing! it is driving me crazy. Thank you for posting... I hope APPLE gets back to us!
Tom... thank you. Clear directions! and it worked. YES there was a British PC on there so I deleted that and kept the Canadian text. Appreciate the time you took to respond. Thanks again. :)
