I have apps that ask for my phone number to subscribe to marketing messages, but this Apple ID does not have a phone number with it. Is there any way I can get a phone number? I don’t want to have to buy a whole new phone just to get a number.

Perhaps the app simply wants your phone number, not specifically the number of the device that the app is installed on. Either that, or the app requires the use of a phone, hence asking for your number.
If an app requires the phone number of the device it is on, then either the app cannot be used on an iPod Touch (in which case, that should be obvious from the notes for the app in the App Store) or the app developer is asking for information they don't need and therefore they're not entitled to.
The only way you can ‘get a phone number’ if if you purchase a SIM card. This way you can connect your Apple ID to that phone number. The SIM card requires a phone though.
