Apple watch family setup will not allow any additional apps to be added to an (under 12) child's apple watch?

Hi There,

It seems that we are unable to add apps to an apple watch that is set up under family setup. Is this because my child is under 12 or is it that this is the case regardless?

In other words, are there any apple watch apps that do not require an iphone app?

Is there a list of apps available that can be uploaded to a family setup apple watch?

My child's apple watch indicates all apps are available but when we go to dowload we are blocked...

Given this is one of the key features of the apple watch we are a bit disappointed...
