I recently lost my Apple Pencil that I bought with my iPad which I also purchased AppleCare+ for. I was planning to buy a new Apple Pencil as I can’t find my old one. I wanted to ask if my AppleCare+ would extend to the new Apple Pencil that I will be buying?

Which explicitly excludes lost items (search for "lost" in the PDF to find it), but it can't hurt to ask Apple directly.
AppleCare+ for iPad offers cover for accidental damage or other out-of-warranty failure; it does not offer coverage for lost or stolen devices or associated accessories.
By contrast, AppleCare+ for iPhone has an optional extension (with additional cost) that does provide cover for a lost or stolen iPhone.
The only remedy for a lost Apple Pencil is to purchase a replacement.
