Creating an ad hoc network on Sonoma

On recent versjioins of MacOS, one could make the option to create an ad-hoc network available by going to System Preferences>Network>Wi-Fi>Advanced and activating the 'show legacy networks and options' switch. However, turning this on in OS 14.1.1 does _not_ make the 'create network' option available in the WiFi menu bar item as it once did. Is this a deliberate 'improvement', or am I missing something?

I need to share UDP data between my phone and my laptop in environments where there is no network I can use, and I do not want internet access when making this connection. Anyone have any ideas?

thanks!
