HELP I can not create an Apple ID for a developer account. When I use my business email it gives an error message that says "your request could not be completed at this time"

When I use my business email it gives an error message that says "your request could not be completed at this time". I am using my business address with a custom domain, and I have also tried on different computers. Please HELP!

Check if Apple's servers are working: Apple - Support - System Status

Check what you are doing is valid and has all the information required. Sometimes an "at this time" message doesn't really mean something isn't working now but might be later; it instead can mean there is some other issue with the validity of the action (e.g., missing or invalid information) you are trying to perform and once you take care of that issue then it can do it. Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:

Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

or:

Contact Apple for support and service --> "See a list of Apple phone numbers around the world."

You’re creating an Apple ID. And that is failing. That this Apple ID is for a developer account seems not immediately relevant.

Either your domain DNS or mail server setup is messed up, or the Apple servers used for creating an Apple ID are wobbling.

If this is your own domain and not (yet) heavily used, check your DNS and MX record setup. The mail server must have an A or AAAA record, for instance.

If this is a business domain managed by an IT team and is in active use (e.g. that of an established business, or an account at gmail or iCloud or such), DNS is probably correct and a transient issue at Apple.

Once DNS is verified, try again later, or contact Apple Support.

If this is a DNS configuration you’ve just recently set up (and you’re not entirely familiar with and comfortable with A, AAAA, and MX records), then maybe a tool such as mxtoolbox can help verify the settings.
