Why am I being charged $4.29 for iCloud storage when it is supposed to be $0.99?

So I have an iPhone 11 and my storage is very full and so I decided I was going to get icloud storage so I could back everything up on my phone because I’m getting a new phone soon and when I went to purchase it I unlocked my cashapp card to buy it and I put 2.00 in my account to pay for it since I figured there would be tax since I pay for Apple Music and I already knew there would be so I go and try and pay for it and it’s saying that it’s trying to charge my card for $4.29 when it’s only supposed to be $0.99 without taxes which could not possibly add up to $4.29!
