PDF/Notes keeps crashing IOS 17.1.1

I just updated my ipad pro to IOS 17.1.1 and whenever I open a pdf book or PDF in notes. It keeps crashing if I attempt to highlight or make notes on it, it would show saving and crash then return back to the 1st page. I use these ways to study and take notes but now it’s frustrating and impossible to use. Does anyone have the same problems or how to solve it? I tried to force close the apps and restart everything. But nothing is working and it’s been ongoing for 2 days.
