airdrop transfers going to icloud folder

After i last updated my iphone, whenever I send files via airdrop from my mac to my iphone the files land in icloud Files folder. earlier the iphone used to offer choices with which app I want to open the transferred file.

how can I get back the old choices? or at least choose to which folder in Files I want the file to go.

I mean, really, Apple tout the iPad as a work substitute for a laptop and then you get this counter-intuitive useless piece of...

I want, simply, to send an MKV file to my iPad from my computer. I want to put it into the VLC folder. I can't. Apple grabs the file tries to send it to iCloud, iCloud does not have enough space for these video files so it simple says 'can't'. Is this 1. one of the most expensive tablets in the world, yes 2. a professional machine, no.

So someone, who is considered a 'Level 10 expert' comes on here and without bothering to understand or perhaps even read the question posts a number of links that, guess what, don't even refer to the issue let alone resolve it.

Why is trying to use two Apple devices in conjunction with each other this frustrating experience where the workarounds are best found on Reddit (I loathe Reddit) and even then don't fully resolve the issue?

So, Apple, please answer the question. I want MKV files stored on my iPad, I want photos synced to my iCloud. I'll even allow you not to answer the supplementary question; why is this so difficult?
