How to recover notes that I accidentally removed

I tried to adjust the storage and I am not sure what I clicked on, but all my notes were gone from the phone.

I don’t even see Notes in my Recover Notes section in iCloud. In my settings I have Notes set to save to iCloud, yet they didn’t save to iCloud.
