Since I have 13.6 installed I cannot download or start the actual version of Apple Configurator, which is 2.17
For various reasons I cannot update to Sonoma.
Is there a way for me to obtain version 2.16?

From what I can find, version 2.16 was replaced by 2.17
Unless you have kept the Older Version in a Safe Place - sorry but there appears no be an older version available
Then have a few suggestions ;
1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue
