Cannot pause the video with spacebar

I'm using Ventura 13.4.

Both on Safari and Chrome, if I use the arrow cursor on the keyboard to go forward/backward, the play bar would highlight blue around it. Then I cannot use the spacebar to pause the video anymore. I have to click on the screen to "deselect" the highlighted blue around the play bar, and then the space bar works afterward.

Is there a way I can make the arrow buttons would not do this??

Make sure in your Accessibility settings that you have Full Keyboard Access turned OFF

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.6.2 - I would start there.
