I'm seeing this issue on wife's new iPhone 15 Plus / IOS 17.2.1 but not my iPhone 15 Plus IOS 17.2.1.
A large number of folk are reporting same issue in Apple Community. Resolutions range from what you and others have shared here to restoring the impacted iPhone from backup. The common step on all is doing a phone restart. So, I only did a restart and the issue was gone. All the other suggested actions appear to be "red herrings". Doing a restart resets any number of things including whatever causes this IOS bug. Apple needs to resolve the root cause of this bug, which unfortunately must come with a future IOS update.
P.S. Sadly, the phone restart is analogous to a MS Windows reboot/restart and the issue has been reported to appear again. We are waiting to see when/if this happens. Lastly, I am also reluctant to restore the phone from backup because IOS will at some point attempt an update to 17.2.1.
Apple needs to provide a fix.
