Updating an iPhone 14 Plus to iOS16.7.2:
You can't. What you are looking to perform is not an option. Only the latest iOS version will install: iOS 17.1.1, as of this reply. This is the way Apple has designed the iOS.
So, how to Update an iPhone:

B. Use of Ethernet:
