Troubleshooting Apple ID Login Issues:
A. Start Here: If you can't Connect or Sign in to iCloud - Apple Support
B. Is this a Used Device?:
If this is a used device, then you need to have the person currently signed in sign themself out of it. Elsewise, this device is useless to you.
C. Is your Apple ID Locked?:
Have tried unsuccessfully so many times, I would expect you to be locked out. So, Contact Apple Support:
Why Accounts Become Locked:
When your iTunes Account has been disabled, and that often happens due to suspicious activity --- Perhaps nothing on your part. They disable it for no more than Security & Privacy concerns.
To Re-Enable it:
As you might suspect, no one here would know the reason for this occurrence, of course. So, contact Apple Support. They’ll know why this occurred and will run you right through the fix.

- Proceed from there as necessary
