Voice Over 5G is a service provided by your Carrier. Your iPhone needs to be an iPhone 12 or later with 5G, in order to see it.
Yes, in iPhone 13 India Voice Over 5G Standalone option is not visible.

I have checked this from iPhone 14 or Pro series this option is available in india
I am currently having iPhone 13 where this option is not available for my bro who is using 14 pro series has this option
