tracking a new stolen iphone

A new iphone 13 was supposedly delivered to me but I can assume stolen.

It hasn't been activated yet according to the service provider. I have suspicions it could end up on a different continent. Can it be tracked even if the sim card has been replaced?

If it’s locked to a provider it can’t be used with a different carrier/Sim it can be easily blacklisted by your carrier, if it’s new you can’t track its position because it’s not activated with your Apple ID. If it’s unlocked it’s lost because it can be used by anyone that has it
