Can't Allow Downloads

I'm in the process of recovering from a very nearby lightning strike. I've found that I cannot set an individual site to allow downloads in the Websites pane of Settings (If I select Allow or Deny, it immediately goes back to Ask). I'm using Safari 16.6 on macOS 13.5 (Ventura). Any suggestions?

Try removing that website entirely: Change Websites settings in Safari on Mac - Apple Support. In other words don't bother with the dropdown menu selection. Just select the website then click the Remove button below the list.

The next time you want to download something from that website it will ask. Your choice will repopulate that Settings window.

I don't know if it will fix the problem but try it.
