Home-screen grey bubble with app titles above each app

One any screen I go to these grey bubbles with descriptions or titles show up above all apps or options.

for example above an arrow it says in a grey bubble next.

iPad Pro, iPadOS 16

This is because voice control. You can turn it off in the accessibility settings

you can also "Stop listening" in the top right bar of your computer as well. The icon looks like a blue highlighted sound wave. Right click it and stop listening.

Have you mistakenly enabled Hover Text from Accessibility settings?

Settings > Accessibility > Hover Text > Hover Text - set to OFF

Hover text is off. Still have these weird bubble above everything.
