17.1.1 update showing as unavailable

I got the notification on my brand new iPhone 15 pro that version 17.1.1 is ready to be installed. When I click on instal it starts to verify but gives me a window saying the update is unavailable and try again later. I’ve done this about 5 or 6 times over 2 days. Is this update available or not?
